Local public housing communities defy stereotypes

Low-income communities designed to be "steppingstone" to self-sufficiency. Here's what most of us expected to see when we visited two low-income housing communities in Indianapolis: lots of litter and broken glass, kids hanging out on the streets, and boarded-up windows and doors. Here's what we saw: modest brick apartment buildings, a small playground, a day-care center and friendly people.
